The Joint Health and Safety
Committee (JHSC) is an advisory body which is established for help in
stimulating and raising awareness in the workplace. JHSC recognize and identify
the workplace risks and develop recommendations for the employer to address
these risks. JHSC consist of the representatives of employers and   workers together to find and solving the
health and safety issues in the work place. JHSC in the Workplace is required
by law in nine jurisdictions and the minister responsible has the unrestricted
power to establish the committees in the remaining four jurisdictions (In
Alberta, Ontario, Prince Edward and Quebec).

In British Columbia If any
workplace has twenty or more than twenty workers employed for more than one
month then JHSC is mandatory at that workplace. WorkSafeBC may also order to
establish JHSC in any other workplace.

Role of JHSC: The JHSC plays vital
role in the occupational health and safety program, providing workers and
employer a way to work together to identify and find solutions to workplace
health and safety issue. The specific duties and functions of the JHSC are
given below.

v  Make recommendations to the
employer on educational programs promoting the health and safety of the workers
and compliance with part 3 of the Workers Compensation Act and the regulations,
and to monitor their efficiency.

v  Make sure that accident
investigations and inspections are carried out regularly or as required.

v  Recognize the situations that may
be unhealthy or unsafe for workers and advise on successful systems for
responding to those types of situations.

v  Discuss with workers and
employers on issues related to occupation health and safety, and the occupational
environment.

v  Giving guidelines to the employer
on future changes to the workplace, including significant proposed changes to
the equipments and the machinery, or the task that may have on the health or
safety of workers.

v  Participate in inspections,
investigations and the enquiries as provided in part (3) of the Workers
Compensation Act and Section (3) of the Regulation.

v  JHSC deals with the complaints
regarding to the health and safety of the workers.

v  Suggest the employer about the
programs and policies that would be needed for the regulations of the workplace
and observe their effectiveness.

v  Advising the employers and
workers for the development of the occupational health and safety.

Employers should note that Act
makes it clear that the employers have the greatest responsibilities regarding
to the health and safety in the workplace. However all workplace parties have
to play a role to make sure health and safety are met in the workplace.
