The future of National security, mainly depends on the
information gathered, filtered and shared by the Intelligence community. In
order to move on to the next steps in intelligence, it is important to
understand the context of intelligence community(IC). This is one reason, as to
why I was inspired to research and elaborate on the topic of “What do we refer
to when speaking of intelligence community”. A huge part of my research involves
the Canadian intelligence framework in which the IC operates. In this paper, I
will be elaborating various Canadian intelligence communities and their roles
and responsibilities.

The intelligence community encompasses different
agencies and organizations that are responsible for intelligence gathering,
analysis, and other activities that affect foreign policy and national
Intelligence as a process can be explained as a relatively altruistic business
process; as any organization that has an agenda, uses intelligence to address
adverse influences, or to have an upper hand on opposition.2
Information gathered through intelligence plays an extremely important role in
making important decisions and so it is essential to have the right people
incharge of providing correct information to the designated authorities. This Intelligence
is an integral part of various departments including law enforcement agencies, military
operations and decision makers.


When we speak of intelligence community, the first
thing that comes to mind is Canadian Security Intelligence Service (CSIS). Although,
CSIS is an important segment of Canadian IC, however, the community not just
limited to one agency. Agencies such as Royal Canadian Mounted Police (RCMP)
and Communications Security Establishment (CSE) are also involved and have
different mandates. In addition, the IC absorbs small divisions in various
departments throughout the Canadian government. As per privy council, following
are a few departments having security and intelligence community setup;

Communications Security Establishment (CSE)

Intelligence Assessment Secretariat (IAS)


The departments and agencies that constitute the
security and intelligence community work both independently as well as hand in
hand, to safeguard Canada’s security. The overall priorities of these
organizations are established by the government and the direction set by their
individual ministers. Although, RCMP and CSIS are key members of the security
and intelligence community, it is still hard to define the exact stretch of
intelligence community in all the other departments.
